Rethor is a boss in Power Plant Meltdown. He has Holostrom body parts and weapons, due to a terrible accident at the Zephry Power Plant.
Background
Werman Kerr was the head technical adviser of the Zephyr Power Plant project. After the explosion at the plant he was made into complete Red Crystal, and severely injured. The Essence fixed him on the condition that he would assist in fighting the minifigures who didn't make sure the plant was safe, mainly the Nexus Force.
Trivia
Rethor A.K.A Werman, was one of many infected by the Crimstonium based disease, known as ARC.
