Cloe Ner is a Cyberplexus Resident who created the C.L.O.N.E.D. and operates it. She is considered quite smart, and is a member of the Creator Faction. Her Sister is Sam Ner on Starbase 5000. Despite a fight that they had, Cloe and Sam still maintain communication. Due to a communication issue at Starbase 5000, Sam send players to Cyberplexus to give messages to Cloe. Cloe often responds with a short message and asks that the player to help her return to her important work.
